Where your house sits decides the paperwork. Inside Milton city limits, the City's Planning and Development Department signs off before Santa Rosa County will issue a building permit, and the county expects the city's approval stamp or documents to come in with the application. East Milton, Bagdad and the other unincorporated pockets around town skip the city step. Their permits go straight to Santa Rosa County Development Services at 6051 Old Bagdad Highway, Suite 202 (850-981-7000, weekdays 8 a.m. to 4 p.m.), and the county takes every application online through its MGO portal.

Milton has a downtown historic district with its own review form, the Downtown Historic Application, handled by the same planning department. If your home is in that district, ask the city early whether new roofing needs that review, because a storm repair can stall while a form sits unsigned. We confirm which approvals apply to your address when we pull the permit.

Santa Rosa County checks a new roof three times. The first visit looks at the decking and water barrier while the wood is exposed and underlayment is going down. The second is an in-progress look at shingle nailing. The last is a final once the job is done. A licensed roofing contractor may substitute a signed affidavit for that first visit, but the county won't pass the final until the affidavit is on file.
